Hemlock and Canadice Lakes are the only remaining Finger Lakes that have been protected from development and have provided good drinking water to the City of Rochester and beyond since 1876. In 2010, the City of Rochester sold the surrounding land to the State that turned it into the Hemlock-Canadice State Forest. (For more about the history read pages 3-6 of the UMP and see articles at the bottom of this page)
The state's recently released 10 year draft Unit Management Plan does NOT clearly protect these lakes from fracking related activities (water withdrawal, pipelines, etc), timber harvesting or inappropriate recreational activities.
Additionally, the headwaters of Hemlock Lake originate in Steuben County, one of the five counties slated to be fracked. If fracking waste should spill into those creeks or streams, our water will be compromised.
We are trying to procure a copy of the sale agreement and in the process made a copy of the first pages of the deed found in the Ontario County Clerk's office: /uploads/8/0/2/5/8025484/2010_rochester_to_state_hemlock_deed.pdf A Similar document can be found at the Livingston County Clerk's office.
It behooves us all to read and comment on this Plan: HEMLOCK-CANADICE DRAFT UNIT MANAGEMENT PLAN. Let's make our voices heard loud and clear that we will not allow our water to be compromised.

A. The land (6,684 acres) is designated as a regular state forest and as such is open to:
- Fracking (there are 9 pages devoted to fracking - see pages 15-17; pages 46-47; pages 97-101). The most frequent comment during the 3/14 DEC meeting in Springwater was the necessity to remove all language that favors oil and gas drilling & related activity.
- Commercial logging which will lead to sedimentation requiring additional expensive sand filtration systems that the City of Rochester can ill afford. see pages 60-71, and 158-163.
- Recreation for ATV and other recreation requiring roads that will add to sedimentation and degradation of the environment. As one person said, the Plan seems to have a "fetish with access" (pp. 16, 28, 40, 46, 48, 56 and 96) implying more and wider roads, inappropriate for this watershed.
B. The land needs to be designated as a Unique Area and a State Nature and Historic Preserve to provide greater protection to the water. Undeveloped forestland is the most effective and the least expensive method to preserve water quality.
C. The plan lacks topographic data and consequently does not respect existing steep slopes. Forestry and road construction on these slopes will create siltation in the lakes causing filtration problems.
D. There are too many loopholes in the Plan.
